Job Description
**Position Details**
Transportation and Infrastructure \- Government of Newfoundland and Labrador
The Program Planner C provides technical expertise and advisory services to the Building Operations Division. Working closely with the Alterations and Improvements team, the incumbent is responsible for preparing specifications and drawings; reviewing design submissions; and providing guidance on project estimates and schedules. The role includes investigating building\-related issues and recommending effective solutions while ensuring compliance with applicable building codes, standards, regulations, and departmental policies. This position also supports the development and ongoing maintenance of the Department’s Asset Management Program. The incumbent utilizes various software applications, including AutoCAD, Microsoft Office Suite, Access, and Fastlook, to produce working drawings, specifications, cost estimates, reports, and to maintain technical databases. Additional duties may be assigned as required.
**Screening Criteria**
1. Completion of a post\-secondary Diploma in Civil/Structural/Architectural Engineering Technology (three\-year program). Equivalencies will be considered
2. Experience in preparing and reviewing construction specifications and drawings
3. Experience preparing reports and other technical documents
4. Experience with interpretation and application of building codes, standards, acts and regulation
**Assessment Criteria**
1. Knowledge in the field of building science
2. Knowledge of technical documents such as specifications, drawings, codes and regulations
3. Knowledge in the use of design software such as AutoCAD
4. Ability to solve problems
5. Ability to establish and maintain effective working relationships
6. Ability to independently manage time and tasks

1. Valid Province of Newfoundland and Labrador Class 05 license.
