Change Management Engineer (Civil Construction)

We are seeking a detail-oriented Change Management Engineer to support civil construction projects by identifying and documenting changes that arise from field conditions, client requirements, design revisions, and execution constraints. In this role, you will gather supporting records, assess impacts to scope, cost, and schedule, and prepare clear draft arguments and change documentation for review by senior change management personnel. The ideal candidate combines field awareness, technical writing ability, and sound judgment in a fast-paced project environment.

Key Responsibilities

·       Monitor project execution and identify potential changes arising from field conditions, site constraints, drawing discrepancies, client instructions, design clarifications, and scope evolution.

·       Review drawings, specifications, contracts, RFIs, site instructions, daily reports, schedules, and correspondence to determine the basis and status of potential changes.

·       Gather, organize, and maintain supporting documentation such as photographs, markups, field records, quantities, productivity data, inspection reports, and subcontractor inputs.

·       Assist in evaluating the impact of changes on scope, cost, schedule, resources, and project risk.

·       Prepare draft change notices, variation summaries, entitlement narratives, and supporting argument packages for review by senior change management staff.

·       Coordinate with project managers, site supervisors, engineers, planners, estimators, subcontractors, and commercial team members to validate facts and obtain required inputs.

·       Track change events in logs and help ensure timely submission, follow-up, and status updates.

·       Support the development of well-structured documentation that is accurate, traceable, and aligned with contractual requirements.

·       Participate in site walks, progress meetings, and change review discussions as needed.

·       Help identify documentation gaps early and recommend actions to strengthen the project record.

Qualifications

·       Bachelor’s degree or diploma in Civil Engineering, Construction Management, Engineering Technology, or a related field.

·       Experience in civil construction, field engineering, project coordination, contract administration, or change/claims support.

·       Working knowledge of construction drawings, specifications, contracts, and change order processes.

·       Strong ability to gather facts, organize records, and prepare concise written summaries and draft documentation.

·       Understanding of how field changes affect cost, schedule, productivity, and commercial outcomes.

·       Proficiency with Microsoft Office, especially Excel and Word; experience with project management or document control platforms is an asset.

·       Strong communication, coordination, and analytical problem-solving skills.

·       Ability to work independently in the field and office while managing multiple priorities and deadlines.

·       Valid driver’s license.

·       Strong written and verbal communication skills in French, with conversational English capability.

·       Licensing: Membership (or eligibility for membership) in the Ordre des ingénieurs du Québec (OIQ) as a P.Eng. (Professional Engineer) is an asset.

·       Experience in the application of CCDG in public road-building projects is an asset.

·       Ability to work at a semi-remote project site on a 2 week rotational schedule.

Preferred Attributes

·       Experience supporting change management, claims preparation, or commercial administration on construction projects.

·       Familiarity with civil infrastructure, earthworks, concrete, utilities, roads or industrial construction environments.

·       Ability to read site conditions critically and connect technical facts to contractual entitlement.

·       Strong attention to detail with a disciplined approach to record keeping and document quality.

·       Professional, collaborative, and confident when working with cross-functional project teams.
